Options to include: an open store&nbsp;option will be created so that parents are responsible for ordering their player's jersey at no cost if included in the program fee, or as an add-on option in addition to the season fee. Action tabled for future meeting.</p><p class="">Discussion to&nbsp;present a formal plan for field maintenance with the city to determine next steps for the 2025 season. This could include, but not limited to, obtaining a professional quote for the smaller diamond infield to include resetting home plate, ensuring the correct distances between home plate and bases, and cutting new baselines. An option on the quote will include expanding infield lime to dugouts and incorporating a bullpen area. Will also get a quote to clean up the batting cage and enclose it with railroad ties or similar for easier ongoing maintenance. Action tabled for next meeting.&nbsp;</p><p class="">Discussion for ongoing field maintenance needs during the regular use season timeframe and to present a plan to our maintenance department and then leverage volunteers through parents in the program for additional needs and understanding their equipment access.</p><p class="">Parks requests that the lime pit at the ball diamonds be refilled and weeded.</p><p class="">Werner motioned to amend umpire rates for FY 25/26 to Include a line item for returning non-certified umpires, if they have completed a prior season, to be paid $45 per game.</p><p class="">Certified umpire, home plate - $60 per game</p><p class="">Non-Certified umpire, home plate - $40 per game</p><p class="">Certified or Non-Certified umpire, bases - $40 per game</p><p class="">Returning, Non-Certified umpire, home plate or bases - $45 per game.</p><p class="">Seconded by Davis.&nbsp; Approved unanimous.</p><p class="">Discussion regarding concession stand future plans. Discussion included ways to improve volunteer support for the concession stand and improve preseason communication to parents and potential volunteers needed.&nbsp; Will review what practices and licenses could be obtained for the facilities for discussion at the September meeting. IVL membership includes the expectation that all towns in the IVL have an operational concession stand at home games.&nbsp;&nbsp;</p><p class="">Discussion regarding rental agreement for ball diamonds. Updates were made including:&nbsp;</p><p class="">- Clearly specifying that a Walford Resident must sponsor the rental</p><p class="">- Adding checkboxes to identify which field is being rented</p><p class="">- Adding expectation that signed agreement/deposit/payment must be submitted a minimum of 2 business days prior to requested rental date</p><p class="">- Updated security deposit to $200 and will add&nbsp;a clarifying message regarding this deposit.</p><p class="">- Updating rental responsibilities related to each diamond and equipment availability to the renter for use during their requested time.</p><p class="">- Removal of concession stand use option</p><p class="">- Removal of soft pitch clause and cigarette butt clean up statement</p><p class="">- Updated rental pricing: $30 per event (3 hours or less) and $60 for the full day</p><p class="">Motion to approve edits made by Werner. Scheduling umpires was also a challenge, and pay rates needed to compete have increased.</p><p class="">Motion by Werner to update umpire pay rates to the following on a per game basis:</p><p class="">Certified umpire, home plate - $60 per game</p><p class="">Non-certified umpire, home plate - $40 per game</p><p class="">Certified or non-certified umpire, bases - $40 per game</p><p class="">Seconded by Miner.&nbsp; Approved unanimous.</p><p class="">Regarding rental agreement for ball diamonds: proposal to review rental contract and possibly modify to clearly indicate responsible party must be a resident of Walford.&nbsp; Potential action to be taken at August Parks Board meeting.&nbsp;&nbsp;</p><p class="">Regarding concession stand, discussion included ways to improve volunteer support for concession stand and improve pre-season communication to parents and potential volunteers needed.&nbsp; IVL membership includes expectation that all towns in the IVL have an operational concession stand at home games.</p><p class="">Discussion regarding Parks Board direction – it was noted there remains an open seat on the board</p><p class="">Discussion regarding Pickle Ball Court:</p><p class="">Board member Davis joined by phone to provide an update.&nbsp; Courts 4 Sports has confirmed warranty replacement of the existing playing surface.&nbsp; New tiles, specifically designed for pickle ball have been ordered from the manufacturer.&nbsp; Installation date to be determined, pending delivery of replacement tiles from the manufacturer.</p><p class="">Future parks plans and initiatives: tabled to August meeting, no action taken.</p><p class="">Equipment/grounds/maintenance:</p><p class="">Motion by Miner to approve the following as Parks Board policy regarding access to the ball diamonds, seconded by Hebert<br> Parks Board policy regarding access to the large and small ball diamonds:<br> Walk-in gates to the large and small diamond will be unlocked form April 1 to October 31, with the following exceptions: Field conditions are unfit for use due to weather or any other environmental condition or maintenance issue creating safety hazards to users or risk of damage to the grounds or facilities. A diamond has been dragged, chalked, or otherwise prepared for a specific scheduled game or rental. The large diamond will be locked the day of the annual fireworks display to ensure sufficient safety distance from the fireworks launch area beyond the centerfield fence. During and after pesticide or fertilizer applications as required. Walford residents were present who play regularly and do not have any concerns about&nbsp;safety, but&nbsp;do have issue with the surface that does not play evenly and several questions were asked about possible actions to remedy court surface.&nbsp; Board member Davis to contact installer regarding warranty of the surface tiles due to poor performance of the tile surface and replacement/alternative surface options.&nbsp;&nbsp;</p><p class="">Citizen comments:</p><p class="">Several citizens have observed what they describe as a lack of mowing timely and an unacceptable height of the grass in multiple city park areas, and specifically at the main city park.&nbsp; It was also observed that trash has been accumulating in the ditch areas around the main city park and in areas at the ball diamonds with no visible action by the city to clean up these areas periodically.</p><p class="">Several citizens raised the question of how volunteers can offer assistance to the city on matters of parks maintenance and upkeep.&nbsp;
