Roll Call: Unanimous.</p><p class="">Dave Haugen Project Manager of Veenstra and Kimm was present to discuss the wastewater disinfection project.</p><p class="">Discussion included the following: Non-contact/Contact Systems available, building size or non- building, cost of cleaning, bulb cost, electrical inspection, installation location with sampler . Rough estimates to be presented on January 11th, 2021 for non-contact with minimum building size.</p><p class="">Wastewater Operator Jarad Diedrich was present to report flow meters have been installed and VFD installation scheduled for January 5th, 2021. Upgrade has been reported to the IDNR.</p><p class="">Bauer moved to close the work session at 7:58 p.m., seconded by Pottebaum. No further action taken.</p><p class="">Deputy Streets, of the Linn County Sheriff’s Department presented Sheriff Report from November 9th, 2020 through December 11th, 2020. There were 21 calls for service. Report placed on file.</p><p class="">Fire Chief, Mike Sankot was present to inquire about the use of the community center to administer&nbsp;</p><p class="">Covid shots. Mayor and Council supported request. Early stages of planning at this time.</p><p class="">Resident Sondra Lahr was present to voice concerns with the Walford Code regarding Pit Bulls. Requested city to consider revising city code to mirror surrounding cities. Council agreed to review and consider possible changes.</p><p class="">Greiner moved approval of the renewal of Blanket Security Bond, seconded by Carter.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Roll Call: Unanimous.</p><p class="">Council member Voss opened discussion regarding pursing different law firms. Possible consideration at a later date.</p><p class="">Pottebaum introduced Resolution No. 12-20-1 approving the Reappointment and Compensation Schedule for City Attorney Erek Sittig , seconded by Carter. Roll Call: Ayes: Carter, Greiner, Pottebaum. No: Voss. Motion carried.</p><p class="">Greiner introduced Resolution No. 12-20-2 Approving the Federal/State Procurement and Contracting Policy, seconded by Voss. Roll Call: Unanimous.</p><p class="">Bauer moved approval of the minutes from October 6th and October 12th, 2020 as posted and published, seconded by Greiner. Roll Call: Unanimous.</p><p class="">Bauer moved approval of the October 31, 2020 Treasurers Report, seconded by Carter. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Roll Call: Unanimous.</p><p class="">Bauer moved approval of the November Expenditures subject to the verification of hours billed for the Bowman Plat&nbsp; review from Snyder &amp; Associates, seconded by Carter. Roll Call: Unanimous</p><p class="">Deputy Tindal of the Linn County Sheriff Department presented Sheriff Report from October 12th through November 8th, 2020. There were 32 calls for service. Report placed on file.</p><p class="">Resident Mike Meier was present to voice concerns with the loose gravel and dust on streets after the chip and seal was completed. Mayor and Council addressed questions. Possible sweeping but getting to late in the year and winterization of equipment has been completed.</p><p class="">Carter introduced Resolution No. 11-20-2 approving Obligations of Funds from the City Tax Revenues for Appropriation to the payment of Economic Development Grant Payment Obligations which shall come due under the Development Agreement with Kingery Manufacturing Service, LLC, dated May 9th, 2016, seconded by Bauer. Roll Call: Unanimous.</p><p class="">Brief discussion regarding cost of plat reviews. Considered two different fees and or raising proposed.</p><p class="">Bauer Introduced Resolution No. 11-20-3 Establishing Subdivision Plat Review Fee seconded by Greiner. Roll Call: Unanimous. Fee shall be $1,000.00 to offset city attorney and city engineer cost.</p><p class="">Bauer moved approval to remain with United Health Care for employee health insurance, seconded by Carter. Roll Call: Unanimous.</p><p class="">Jarad Diedrich Wastewater Operator was present to give oral and written monthly operation report.</p><p class="">Planning and Zoning minutes from October 12, 2020 were received and placed on file.</p><p class="">Park and Recreation Minutes from November 3rd, 2020 were received and placed on file</p><p class="">Other areas of discussion included but not limited to the following: Continue Comprehensive Plan process after the first of the year.</p><p class="">Mayor and maintenance personnel to seek options/cost with new or used dump truck/plow.</p><p class="">Bauer moved to adjourn the meeting at 7:42 p.m., seconded by Carter. Mask will be required. Board agreed to the proposed plan. The date will be Saturday October 24th, 2020. 10 a.m. – 12 p.m.</p><p class="">Motion to approve up to $500 for the Halloween party Gann, seconded by Lane.
